Public Profile generally hidden?

Are public profiles generally hidden here? I ask because I didn’t enable this option and still, my public profile is hidden, when I am logged out and try to access it.

I tried it with myself and one other user and have the impression, profiles are always hidden (which is totally ok, if that is a deliberate decision).

I don’t think mine is hidden.

Maybe it’s connected to the user trust level (as spam mitigation)?
